Do not confuse with KH & km, KH is identify for country name like we can see now in Windows Vista or 7 the country code is KH but to identify the language, Khmer in your website, you should name it: km instead and the locale code is: km-KH (or km_KH). Here is a short list about Cambodia: Description Value Base locale ID km-KH Language km Language Khmer Country KH Country Cambodia — To further understand about ICU related to Khmer language, check here.
